for Minor Victims of Human Trafficking Grant
Basic Information
The South Carolina Human Trafficking Task Force is a legislatively mandated coalition led by the South Carolina Office of the 黑料社区. In 2024, the South Carolina General Assembly appropriated a one-time allocation to support the Task Force鈥檚 request for funding to increase services for minor victims of human trafficking. The Task Force recognizes 鈥渉uman trafficking鈥 as including all forms of labor and sex trafficking including the trafficking of US citizens and foreign national victims.
The needs of minor victims of human trafficking are complex and victims are likely to have multiple forms of vulnerability including substance use disorders, physical ailments, mental health diagnosis, dental problems, unstable family dynamics, immigration status, and a history of juvenile delinquency. Minor victims, as a result, have a wide array of needs in terms of immediate crisis stabilization and long-term restorative care. It is important that organizations consider their capacity to meet the needs of minor victims including community assets and challenges that may be faced in meeting specific needs.
Grant Funding Focus Areas
The South Carolina Human Trafficking Task Force has identified needed services for minor victims of human trafficking, including sex trafficking and labor trafficking. The lack of specific programming in the state led to the focus areas for this solicitation. The focus areas include:
Applications that include a plan to establish, strengthen or expand a residential program will be considered for funding through this solicitation. If there is the capacity to fund beyond the four (4) focus areas, the Grant Review Committee will consider the allocation of the remaining funds to fully or in part support specialized programs. Any remaining funds will only be allocated to applicants that propose residential services in their applications. There is no funding available to support community-based services without a residential component.
Of note, the Task Force uses the South Carolina legal definition of human trafficking and requires grantees鈥 full consideration and use of this definition throughout the grant application process as well as when providing services and completing required reports about the use of grant funding.
